The emergency ordinance was adopted regarding the establishment of the National Cyber
Security Directorate, a specialized body of the central public administration, subordinated to
the Government and coordinated by the Prime Minister, with legal personality, fully financed
from the state budget, through the General Secretariat of the Government.
Following the establishment of the National Directorate of Cyber Security, the National
Center for Response to Cyber Security Incidents – CERT-RO is abolished.
The main responsibility of DNSC is to ensure the cyber security of the national civil
cyberspace, in collaboration with the competent institutions and authorities.
DNSC is the national competent authority for the national civil cyberspace, as well as for the
management of cybersecurity risks and incidents.
In achieving its objectives, DNSC implements the Government’s policy in the field of cyber
security and establishes at national level the strategies and public policies in the field of cyber
security, respectively ensures the elaboration and dissemination of public policies for
preventing and counteracting incidents within cyber infrastructures in the national civil
cyberspace.
The activity of DNSC is analyzed by CSAT based on the annual report, which is presented
for the previous year, as well as on the specific reports prepared at the request of CSAT.
