Technical regulation regarding the energy performance calculation methodology was approved by order of the Minister of Development, Public Works and Administration.
Services for the development of energy performance certificates and/or energy audits of buildings are completed in compliance with the technical regulations in force at the time of their signing.
When designing the construction of new buildings, energy requirement values for buildings whose energy consumption is close to zero shall be respected.
Design of intervention works on existing buildings aiming at measures to increase their energy performance shall be completed in compliance with the applicable technical regulations in force at the time of their authorization.
In case of existing buildings, monitoring of the achievement indicators in projects financed by structural funds, European funds, state budget or other legally constituted funds will be done by comparing the values mentioned in the energy performance certificates drawn up at the time of project preparation and those at the completion of the intervention works.
