
An emergency ordinance was adopted establishing the legal framework regarding the
establishment of a state aid scheme regarding the granting of financing from national public
funds and / or from external funds for the enterprises in the field of tourism and public
alimentation, whose activity was affected in the context of the Covid-19 pandemic.
The aids are granted to the beneficiaries in the form of grants in the amount of 20% of the
calculation base, resulting from the development of the activities related to the CAEN codes, but
not more than the equivalent in lei of the amount of 800,000 euros at enterprise level.
Through the state aid scheme, state aid is granted to an estimated number of 73,211 beneficiaries.
The signing of the financing contract is done until December 31, 2021, and the payment of the
amounts is made until June 30, 2022 at the latest. If the total value of the approved financing
applications exceeds the value of the commitment or budgetary credit allocated with this
destination, the employment, respectively the payment to the beneficiary will be made
proportionally, by reporting the approved amount for each beneficiary to the total amount of the
approved financing applications.
Within 60 days from the entry into force of the emergency ordinance, the Ministry of Economy,
Entrepreneurship and Tourism will approve the procedure for implementing the state aid scheme.
