Law on offshore wind energy was adopted.
Implementation projects for production of electricity from offshore wind resources shall be carried out in compliance with the principle of non-discrimination, in conditions of fair competition and in compliance with the principle of integrated pollution prevention and control by using the best available techniques for activities with significant environmental impact.
Within the framework of concession offshore wind perimeters, as well as the exploration, construction and operation of offshore wind power plants, Ministry of Energy organizes a competitive award procedure for concession agreements.
Ministry of Energy shall draw up the support scheme with the objective, granting modality, period of application, as well as the source of financing.
Concession contracts owners are obliged to pay to the state budget a fee for the activity of exploitation offshore wind perimeter.
Public authorities and institutions with attributions in the field of defense and national security of Romania have the obligation to protect, within the limits of their attributions and competences, offshore wind perimeters and offshore wind power plants, in order to prevent and combat threats to the national security of Romania.
