The Implementing Rules of the SMEs Leasing Program have been published, which benefit from a coverage level guarantee for 2020, of 1.5 billion lei.
The Methodological Norms for the implementation of the Program for the Support of Small and Medium Enterprises “SMEs LEASING OF EQUIPMENT AND TOOLS”, as well as of the minimis aid Scheme related to the Support Program for Small and Medium Enterprises “SMEs LEASING OF EQUIPMENT AND TOOLS”.
Within 10 days, the financial institutions will communicate to the National Guarantee Fund, the applications for enrollment in the program, the coverage level guarantee and the level of total costs applied within the program. The maximum cumulated value per beneficiary of the financial leasing type financing for one or more movable goods is 5 million lei.
The purchase by financial leasing of new or second-hand goods is financed in a maximum of 80% percent of the financing value for IT equipment and information technology and of maximum 60% of the financing value for machinery and technological equipment, respectively goods and passenger transport vehicles, used for commercial purposes.
The total coverage level of guarantees granted for 2020 is 1.5 billion lei, and the maximum duration of the financing is 72 months with a grace period between 3 and 12 months.
Among the conditions that the beneficiary must meet we mention: he is not in dispute, as a defendant, with the Ministry of Public Finance and/or the financier; does not appear with outstanding loans, including for leasing financing, in the last 6 months; is not prohibited from issuing checks and has not been involved in major incidents with promissory notes in the last 6 months; does not register active or suspended seizures on bank accounts; it does not register outstanding fiscal obligations and other fiscal and budgetary receivables administered by the central fiscal body.
