Recently, the Order for amending and supplementing the Methodological Norms of the application of Law no. 350/2001, regarding landscaping and town-planning, and of the elaboration and updating of the town-planning documentations, was adopted.
According to the Order, in order to identify the informal settlements, to evaluate their situation and to establish the necessary measures, under the coordination of the mayor/mayor general of Bucharest, the local public administration authorities organize their own working groups. They are approved by decisions of the local council/General Council of Bucharest, which include the services/persons responsible for urban planning and construction authorization, control and discipline in construction, agricultural register, social assistance, public health, investments, assistance and legal representation, local police and civil society representatives.
Informal settlements are identified based on the grouping of at least 3 units for spontaneously developed housing, without respecting the construction rules, and the population living in these units, in a situation of exclusion, segregation and social marginalization, has no rights over real estate.
In order to set up a database to support the coordination of measures at county level, the local public administration authority sends to the county commission annually, the data sheet in electronic format, no later than July 31.
