The Regulation on the organization and functioning of the Permanent Technical Council for
constructions was approved, published on January 25, 2021 and enters into force within 60 days
from the moment of publication.
The technical approvals in constructions under elaboration at the date of entry into force of the
new Regulation, concluded on the basis of some contracts, are finalized in accordance with the
legal provisions in force at the date of contracting.
Within 60 days from the entry into force, the bodies elaborating technical approvals in
constructions have the obligation to send to the Ministry of Development, Public Works and
Administration, the list containing the names, numbers and titles of technical approvals in
constructions during the validity period and those being elaborated with the numbers of their
elaboration requests, respectively the requests for habilitation and the up-to-date evidence of the
habilitation certificates of the elaborating bodies of technical approvals in constructions,
followed by the annexes with mentions.
The functioning of the Permanent Technical Council in constructions meets in meetings
organized with the number of members present of half plus one, and the decisions are adopted by
open vote with simple majority of the votes cast of the technical council, which must include the
votes of the Ministry of Development. Public Works and Administration and the State
Inspectorate for Constructions.
