The Framework Conditions of validity associated with the license for the commercial operation
of the new hydrogen production facilities have been approved.
The object of the license is granting of rights and establishment of obligations for license holder
in order to carry out hydrogen production activity through commercial exploitation of hydrogen
production installations. It does not fall into the category of object of the license the activity
regarding consulting, financing and execution of certain works for its clients, which are not
specific to the exploitation activity.
Moreover, the licensee is responsible for the operation, maintenance, rehabilitation and
modernization of hydrogen production facilities, respectively it cannot hold, simultaneously, two
or more licenses for the commercial operation of hydrogen production facilities.
The regulations on the Framework Conditions shall enter into force on January 1 st , 2021.
