According to the new regulations, it is provided that the free zone is a geographical area of the Romanian territory, in which the economic operators carry out activities, and the persons, commodities, means of transport and other goods are subject to the provisions of the customs legislation.
The establishment and perimeter delimitation of the territories of the free zones, respectively the establishment of the customs offices are made by a decision of the Government, at the proposal of the central or local public administration authorities concerned.
Considering the fact that Constanța port was extended to the north by joining the Midia port, according to the relevant European regulations, the free zone regime cannot be extended on the entire surface of Constanța port, because the conditions provided by the Romanian Constitution are not met. This has negative consequences for attracting new investments and creating jobs to improve economic competitiveness at regional and European level.
