
The order was adopted which establishes the eligibility criteria, the specific conditions and the
way of implementing the payment schemes provided in the Emergency Ordinance no. 11/2021
for the approval of payment schemes and some guarantee instruments that are applied in
agriculture in the years 2021 and 2022.
Farmers who do not carry out agricultural activity as provided in art. 2 para. 2 of the Emergency
Ordinance no. 11/2021 are not eligible on the market.
Fences or gutters that have a maximum width of 2 meters and groups of trees / shrubs whose
maximum surface is 100 square meters located on the arable land requested for payment are
eligible for payment under the single surface payment scheme.
In order to benefit from the granting of transitional national aid, farmers must be registered in the
Unique Identification Register, administered by APIA, to exploit an agricultural land of at least 1
ha, to submit the single application for payment in time together with the identification and
updated contact, and in the case of legal entities, a notification to APIA is required within 15
calendar days regarding the changes appeared in the records from ONRC regarding the
administrator / administrators, the registered office, the object of activity.
